Definition: The Okhrana was the secret police of the Tsarist regime in Russia. It took over as the secret police in 1881, and worked to crush dissent and opposition to the Tsar by working outside the legal structures. It had powers to arrest anyone and was responsible solely to the Tsar. It was replaced after the Russian Revolution of 1917.
